The political reasoning is to create a public perception that "we" need to do something, that something usually being to go to war.
Modern government has very little respect for the unalienable rights of its citizens. Citizens are viewed as "human resources," expendible. Thus, experimenting on them, and using them in false flag operations, is commonly done without their prior knowledge.
